Environmental Ethics in the Age of Techno-Scientific Development

Resumen

O presente artigo, intitulado A ética ambiental na era do desenvolvimento tecno-científico, resulta de uma reflexão sobre os contornos da relação entre ética e desenvolvimento tecnológico, num momento em que a modernidade se justifica pela ciência e pela técnica, mas tende a negligenciar a sociedade e o meio ambiente. O artigo visa analisar o progresso das ciências tecnológicas à luz do desenvolvimento sustentável e da proteção ecológica, tendo como referência os pensamentos de Hans Jonas e Severino Ngoenha. Para tal, recorreu-se a autores que defendem o uso racional das tecnologias em benefício do ambiente e das gerações futuras. O método adotado foi o hermenêutico, baseado na interpretação de obras fundamentais e artigos secundários que dialogam com a problemática da ética ambiental, do desenvolvimento tecnológico e da justiça planetária, com especial atenção para África e para o pensamento dos dois filósofos centrais. A reflexão proposta não é de caráter técnico, mas moral e cultural, partindo do pressuposto de que a questão fundamental dos problemas ambientais reside na injustiça económica que atinge a maioria da humanidade. Ngoenha discorda do imperativo categórico jonasiano por considerá-lo desprovido de reciprocidade, propondo, em alternativa, uma ética de solidariedade sincrónica e diacrónica que articule justiça social e justiça planetária. Conclui-se que não há verdadeira justiça planetária nas respostas dadas ao problema ecológico, mas sim uma manipulação ideológica por parte do Ocidente, que provoca alterações climáticas que recaem sobre os países mais vulneráveis e, em nome da ajuda humanitária, os submete a mecanismos de endividamento e empobrecimento, nomeadamente através do FMI e do Banco Mundial. Recomenda-se, assim, que o maior desafio para África seja a desobediência crítica em relação ao Ocidente e a busca por soluções próprias de progresso.

The present article, entitled Environmental Ethics in the Age of Techno-Scientific Development, results from a reflection on the relationship between ethics and technological development at a time when modernity is justified by science and technology but tends to neglect society and the environment. The article aims to analyze the progress of technological sciences in the light of sustainable development and ecological protection, with reference to the thought of Hans Jonas and Severino Ngoenha. To this end, it draws on authors who advocate the rational use of technologies for the benefit of the environment and future generations. The hermeneutic method was adopted, based on the interpretation of fundamental works and secondary articles that address environmental ethics, technological development, and planetary justice, with particular attention to Africa and the thought of the two central philosophers. The proposed reflection is not technical but moral and cultural, starting from the assumption that a fundamental issue underlying environmental problems lies in the economic injustice affecting most of humanity. Ngoenha disagrees with Jonas's categorical imperative because he considers it devoid of reciprocity, proposing instead an ethic of synchronic and diachronic solidarity that articulates social justice and planetary justice. The article concludes that there is no true planetary justice in the responses to the ecological problem, but rather ideological manipulation by the West, whose actions contribute to climate changes that disproportionately affect more vulnerable countries and which, in the name of humanitarian aid, subjects them to mechanisms of indebtedness and impoverishment, particularly through the IMF and the World Bank. It therefore recommends that Africa's greatest challenge be critical disobedience toward the West and the search for its own paths to progress.
