Abstract

Este artigo analisa como diferentes padrões de desenvolvimento institucional das Organizações da Sociedade Civil (OSC) condicionaram a participação política na governação democrática de Moçambique entre 2019 e 2024. A investigação qualitativa combinou análise documental e entrevistas semiestruturadas a 319 actores seleccionados intencionalmente. A análise temática e a triangulação revelaram três padrões: OSC institucionalizadas, com maior acesso formal mas influência estratégica limitada; organizações intermédias, que combinam diálogo e contestação; e organizações comunitárias, cujos efeitos decorrem sobretudo da mobilização, mediação e educação cívica. Conclui-se que a institucionalização amplia o acesso às arenas públicas, mas pode restringir a autonomia crítica, pelo que influência política depende também do enraizamento social e da abertura das interfaces estatais.

Actualmente é Docente a Tempo Parcial-pós-laboral na Universidade Católica de Moçambique e na Universidade São Tomás de Moçambique. É Advogada inscrita na Ordem de Advogados de Moçambique e Funcionária Pública, exercendo o cargo de Directora Nacional Adjunta de Assuntos Jurídicos e Eleitorais no Ministério da Administração Estatal e Função Pública.
